  • Tuesday is Standing Committee Day. The Financial and Administrative Services Committee will meet at 9:00 am. The agenda includes a discussion about borrowing up to $7.61 million to fund the Public Safety Communications Centre project, which will consolidate 911, police, fire, municipal enforcement, and mobile outreach into a single co-located facility. The project’s total approved funding is $8.46 million, combining debt and provincial grant contributions, with $4.71 million allocated in the 2026 Capital Budget. The City has sufficient debt limit ($115.1 million) and debt servicing capacity ($7.98 million) to support the estimated annual repayment of $680,000 over 15 years. The bylaw requires public advertising and a petition period before second and third readings. 

  • The Public and Protective Services Committee will also meet at 9:00 am on Tuesday, as part of Standing Committee Day. The agenda includes a report on the Grande Prairie Local Immigration Partnership (GPLIP). In 2025, GPLIP advanced initiatives from the 2024 Building Belonging report, including launching local biometric scanning, updating governance documents, introducing the Passport to Grande Prairie resource, hosting Welcoming Week, refreshing the action plan, and delivering Pathways to Education programs in partnership with local organizations. For 2026, priorities focus on transportation support, employment and financial literacy, housing literacy, and health and wellness access. 

  • On Tuesday, the Committee of the Whole will meet at 1:30 pm. The agenda includes a review of advocacy priorities. On electricity distribution, the City is collaborating with regional municipalities to address disparities and plan coordinated advocacy. Regarding emergency services, a letter was sent to the Treasury Board President requesting an increase to the 911 Levy and indexing future increases to Alberta’s Consumer Price Index for sustainable funding. The City also highlighted support for Northwestern Polytechnic as a regional leader in skilled trades, emphasizing the need for expanded training spaces to strengthen the local economy. Ahead of the 2026 provincial budget, the City plans to host an “Evening with Grande Prairie” event to share strategic priorities with government members.

  • Also on the agenda is a proposed one-year Vandalism Recovery & Prevention Grant Pilot Program for the Downtown Business Improvement Area, with a recommended budget of $80,000 from Council’s Strategic Initiatives. The program aims to help businesses repair vandalism-related damage and implement preventative measures, such as security cameras, lighting upgrades, and anti-graffiti coatings, with grants covering up to 50% of eligible expenses and a maximum of $5,000 per business per year. The pilot is informed by similar programs in other municipalities and the City’s prior Crime Mitigation Grant, which funded safety initiatives. Reported commercial vandalism in 2024-2025 totalled 190 incidents, with glass breakage and other property damage as the most common types, particularly concentrated in the downtown area. The Downtown Business Association would administer the program, offering hands-on support, local knowledge, and potential cost savings through contractor partnerships. Funding will be allocated on a first-come, first-served basis, with safeguards to prevent duplicate funding for the same project. 

  • Council approved zoning changes to allow Northwest Polytechnic (NWP) to establish a trades training facility. The rezoning from commercial to public service enables the repurposing of a former vehicle dealership on 100 Avenue in the Gateway area into the Skilled Trades Training Centre. Educational facilities were not permitted under the previous zoning designation, and no public objections were raised regarding the change. City officials report that the transition to public service zoning will result in a $130,000 loss in property tax revenue. NWP purchased the building in December and intends to begin the first apprenticeship intakes in the fall of 2026.
