  • Tuesday is Standing Committee Day. At 9:00 am, the Financial and Administrative Services Committee will meet. The Committee will hear the Q2 2025 Financial Report. The report shows total financial assets of $368 million and liabilities of $214 million, leaving net financial assets of $154 million. Total revenues reached $181 million, up $10 million from the prior year, driven by increased property taxes, government transfers, and development-related permits. The City is forecasting a year-end operating surplus of approximately $3.45 million, or 1.6% of the $215 million budget, supported by development growth, operational savings, and anticipated RCMP contract efficiencies during the transition to a municipal police service. Long-term debt stands at $122.5 million, well within provincial limits, with further borrowing planned for priority capital projects like the Multisport Dome and Montrose Cultural Centre renovations. The City maintains $113 million in reserves, of which $66 million is committed, providing flexibility and stability for ongoing operations and capital needs.

  • Also on Tuesday, at 9:30 am, the Investment and Strategy Committee will meet. The agenda is focused on the 2026 Budget Engagement. The City conducted its 2026 Budget Engagement from May to July 2025, using online tools, public events, and a stakeholder session to gather input from residents and key community representatives. Residents and stakeholders prioritized services such as road maintenance, snow and ice control, public safety, transit improvements, parks and recreation, homelessness initiatives, and economic development. Stakeholder feedback also emphasized education, senior housing, fiber internet, protective services, and stormwater management. Online engagement reached over 800 visitors, with 389 submissions through the Prioritize Tool. The input collected will help Council and Administration align the 2026 budget with community priorities and strategic goals.

  • Continuing with Standing Committee Day, at 9:45 am, the Public and Protective Services Committee will meet. The City will propose to formally establish the Housing & Homelessness Advisory Committee (HHAC), formerly the Community Advisory Board on Housing & Homelessness (CABH), as a Committee of Council. According to the City, this change would strengthen governance, elevate the Committee’s visibility, and formalize its advisory role on housing and homelessness initiatives, including providing input on funding priorities, strategic planning, and policy development. The Committee would consist of up to nine voting members from Council, the housing sector, Indigenous organizations, the public, and business, plus several non-voting members including City staff and other government representatives. Its mandate includes reviewing community plans, assessing system gaps, and advising on emerging issues.

  • Council will discuss the proposed 2026-2029 budget for the Grande Prairie Police Service (GPPS) at deliberations later this month. For 2026, the GPPS is seeking just over $38 million, including $1 million for transition costs associated with moving from RCMP services to a municipal police service. The remainder of the budget would cover officer salaries, mobile outreach, and operational support. Mayor Jackie Clayton praised the Chief and Commission Chair for clearly explaining transition costs. Transitional funding is expected to end after 2026. Budget deliberations are scheduled for November 26th to 28th at City Hall and are open to the public.

  • Councillor Dylan Bressey has been elected President of Alberta Municipalities, following his previous role as Vice President. The City highlighted his extensive experience, noting his deep understanding of policy and governance, strong inter-municipal relationships, and nearly three terms on Grande Prairie City Council. Bressey emphasized that with many new board members and a recently appointed CEO, the association needs an experienced president to maintain momentum and guide its work.

The City of Grande Prairie is accepting applications for several Boards, Committees, and Commissions.

Open positions include spots on the Assessment Review Board, Combative Sports Commission, Community Advisory Committee, Community Knowledge Campus Advisory Committee, Grande Prairie Airport Commission, Grande Prairie Public Library Board, and the Joint Appeals Board. 

Applicants must be at least 18 years old, and Council will select members based on skills, experience, and abilities. The deadline to apply is November 21st.
