  • There will be a Special City Council Meeting this evening at 6:00 pm, beginning with a Public Hearing to gather feedback on amendments to the Land Use Bylaw. The proposed changes would reduce the minimum unit requirement for apartment buildings from 24 units to 12 units and add “Apartment Building (up to 11 units)” and “Multi-Attached Dwelling” as discretionary uses. Special criteria for discretionary developments would guide the Development Authority in evaluating design quality, compatibility with surrounding areas, and streetscape integration. The amendment is intended to support smaller-scale residential projects, particularly in transitional downtown areas, while maintaining architectural standards and complementing the existing urban form. These changes aim to enhance housing diversity, encourage downtown redevelopment, and provide a wider range of housing options.

  • After the Public Hearing, Council will review proposed updates to the City Manager Performance Management Policy. Key changes include introducing a definition for “Evaluator,” requiring annual reviews, embedding succession planning responsibilities for senior leadership, and implementing a 360-degree assessment involving selected external partners. The policy also clarifies the role of the Chief Human Resources Officer as custodian of the process and provides a structured four-year review cycle aligned with Council terms. These updates aim to strengthen accountability, support business continuity, and enhance transparency in the evaluation process.

  • Council will also discuss allocating $1,000,000 from the Future Expenditures Reserve to replace the Eastlink Centre Lazy River liner, which has exceeded its serviceable life and recently caused an unexpected shutdown due to leaks. The replacement will include a new PVC membrane system with a 15-year warranty and repairs to the stainless-steel substructure. The Lazy River is a recreational and therapeutic feature used by nearly 27,000 visitors annually, including families, seniors, and individuals requiring low-impact rehabilitation. Short-term repairs were deemed cost-ineffective and temporary. If approved, completion is expected by the end of December 2025.

  • On Wednesday, the Council Committee of the Whole will meet at 1:30 pm. The Committee’s agenda includes the proposed Muskoseepi Pond Lighting project with a budget of $20,000 from the Community Enhancement Reserve. The project will install seasonal LED lighting on up to 12 large trees around the pond, powered by existing streetlight infrastructure, allowing for a pilot installation this fall. The initiative aims to enhance public spaces, foster community pride, and extend park use during darker months, while using energy-efficient LEDs to minimize environmental impact. Installation and removal would be handled by internal staff, and the pilot approach allows assessment of public reception, maintenance, and risks such as vandalism before any larger-scale expansion.

  • The Grande Prairie & District Chamber of Commerce has scheduled three municipal election events ahead of the October 20th vote. The Town of Sexsmith Municipal Election Forum will take place on October 1st from 5:30 pm to 7:30 pm at the Civic Centre. The City of Grande Prairie Municipal Election Forum is set for October 2nd at the Douglas J. Cardinal Performing Arts Centre, with City Council candidates from 6:00 pm to 8:00 pm and Mayoral candidates from 8:15 pm to 9:15 pm. Additionally, a County of Grande Prairie candidate meet-and-greet open house will be held on October 7th from 5:30 pm to 7:30 pm at Centre 2000.
