  • This afternoon, at 3:00 pm, there will be a City Council meeting. A delegation from the Veterans Memorial Gardens & Interpretive Centre will appear before Council to ask the City to provide free water access for the Veterans Memorial Gardens Community Garden. And, speaking of funding for community groups, Council will consider the City’s 2026 Community Group Funding plan. Administration is recommending Option 1, which keeps total operating grants at $3,971,753 and places groups into new funding categories - small, medium, and large. Option 2 would increase funding by about $80,000 for groups that requested a 2% bump, raising the total to $4,015,216. Capital funding requests of $393,780 would be deferred to 2026 budget deliberations. While staff caution that funding reductions could negatively impact community services, Option 1 maintains the overall funding envelope at approximately 1.5% of the City’s operating budget, and is the option ultimately being recommended by Administration.

  • Council will also discuss the City’s resolution that will be brought forward at the next Alberta Municipalities conference. The City of Grande Prairie, supported by the Town of Drumheller, wants Alberta Municipalities to urge the provincial government to review and reform the electricity distribution system. The resolution highlights the disparity in distribution charges across Alberta, with 2024 residential rates ranging from $387.48 in EPCOR’s service area to $1,211.00 in ATCO’s. The City says these charges not only impact electricity consumption but also make micro-generation economically unfeasible in many rural regions. Distribution costs are especially burdensome in sparsely populated areas, where fewer customers share the cost of long power lines, leading to delivery charges that can make up nearly 70% of a customer’s total bill. The current pricing model, according to the resolution, penalizes rural and northern communities and hinders economic competitiveness outside major urban centres. By contrast, Saskatchewan and British Columbia equalize electricity costs across their provinces, making power more affordable and evenly distributed. The resolution proposes Alberta adopt a similar equalization model to promote affordability, investment, and energy transition.

  • The City of Grande Prairie’s 2022-2025 Strategic Plan Progress Update for Q1 2025 will be presented to Council. It reports ongoing advancement toward key municipal priorities: Quality of Life, Innovative Efficiencies and Economic Readiness, Inclusive Caring Community, and Engaging Relationships. Under the Inclusive and Caring Community pillar, the Aging Well Together Initiative concluded successfully after engaging over 500 residents aged 55+, producing a priorities document focused on accessibility, housing affordability, social participation, and health services. Additional efforts include the Seniors Strategy, Coordinated Care Campus operation, Affordable Housing Action Plan progress, and Truth and Reconciliation framework development. Quality of Life projects have made progress with the adoption of the Municipal Development Plan’s livable neighbourhood policy, ongoing outdoor space enhancements, neighbourhood amenities assessments, and expanded police services including new officer training. In Engaging Relationships, the City completed a Branding & Image Strategy refresh, supported Northwestern Polytechnic through workforce development initiatives, and studied an entertainment district concept for future budgeting. The Innovative Efficiencies & Economic Readiness pillar covers the adoption of a new Intermunicipal Development Plan, healthcare professional retention strategies, business incentive program enhancements, and assessments of energy studies and stormwater utility models.

  • Also on the agenda is the approval of a five-year extension of Hansen Lincoln’s naming rights for the CKC Turf Field, extending the agreement through 2032. Hansen Lincoln expressed a commitment to funding some proposed improvements, in conjunction with the extension. They have proposed installing solar lighting on the west side of the grandstands, with an estimated cost of $15,000 to $20,000, fully funded by the company. Solar lighting was chosen due to limitations in the existing electrical infrastructure. The new lighting is intended to enhance safety by improving visibility and reducing vandalism and loitering. It also includes colour-changing features for community celebrations. Hansen Lincoln will also handle all maintenance and repairs for the lighting during the extended agreement. There are no financial costs to the City associated with this project.

  • Grande Prairie's oldest building, the Reverend Forbes Homestead and Pioneer Hospital, opened for the summer on June 11th. The City is offering free guided tours from Wednesday to Saturday until August 30th. Visitors can walk through the original log rooms, see pioneer medical tools, and hear stories about Reverend Alexander Forbes and the region's first hospital. Mayor Jackie Clayton says the homestead is "a treasured piece of our history" and a reminder of early settlement struggles. Afternoon tea will return in July and August, giving guests a chance to enjoy the garden after their tour. The site is fully accessible and staff are on hand to answer questions. No booking is required, but groups can reserve by calling the Museum. Donations are welcome to support ongoing preservation work.
