Tuesday is Standing Committee Day, wherein all of the City’s Standing Committee meetings take place in a single day. The Investment and Strategy Committee kicks things off at 9:00 am. The Committee will receive a delegation from STARS Air Ambulance. Given that the City has financially supported STARS, the delegation will present its 2024 Annual Community Group Funding Report. The report says that in 2024, the City of Grande Prairie contributed $50,193 to support STARS flight operations and provided $62,544.14 in gift-in-kind property taxes to aid the northern Alberta base. The City's support also helps fund training, tools, and technology improvements. Over the past 15 years, STARS completed 933 missions in the Grande Prairie region, including 236 hospital transfers and 154 scene missions.

The Grande Prairie Regional Tourism Association (GPRTA) will also speak to the Investment and Strategy Committee to present its 2024 funding report. Their report details that the GRPTA received $152,300 from the City. The organization created an agri-culinary tourism subcommittee, inventoried over 200 tourism products (31% within the city), and positioned the region for further tourism growth. They became a key stakeholder in Destination Canada’s Yellowknife-Edmonton corridor project and hosted industry events to promote regional assets. GPRTA also operated the Visitor Information Centre, distributed 15,000 Visitor Guides, attracted 29,512 website visitors, organized 219-person bus tours with the Rotary Club, and supported local events like Canada Day, the Winter Festival, and the Bear Creek Folk Festival.

Continuing with Standing Committee Day, the Financial and Administrative Services Committee will meet at 9:45 am. The Committee will discuss a bylaw authorizing $3,347,000 in borrowing to fund phases 2 and 3 of the Montrose Cultural Centre remediation project. Phase 2, addressing the library's electrical, lighting, and building envelope issues, is scheduled for 2025 completion, while Phase 3, focused on the art gallery and Teresa Sargent Hall, is projected for 2027. The 25-year loan will have an estimated annual payment of $237,000 at an interest rate of 4.96%. The borrowing bylaw will be publicly advertised as required under the Municipal Government Act.

At 10:00 am on Tuesday, the Operational Services Committee will meet. The agenda includes a discussion about the sale of a portion of closed road right of way, located on 100th Avenue, to Costco Wholesale for $50,000. The land was previously used as a service road but is no longer required due to road upgrades. The area contains a tree grove, which will need to be preserved or relocated according to the sales agreement.

The last Standing Committee meeting taking place on Tuesday is the Public and Protective Services Committee meeting. It will take place at 10:15 am, and the Committee will discuss a new Outdoor Event Permit Bylaw, an amendment to the Traffic Bylaw, and an amendment to the Fees, Rates and Charges Bylaw. The changes aim to streamline the management of outdoor events, addressing increased interest in parades and festivals. Notable amendments include expanding the definition of "Outdoor Events" to include parades and races, clarifying permit requirements for activities on City-owned property, and establishing a 20% discount for non-profits on fees. The new bylaw also outlines clearer criteria for evaluating event applications and establishes a method for determining the Municipal Service Fee for each Outdoor Event.
- The City of Grande Prairie has launched a new online portal, "AccessNow," allowing visitors to check the availability and status of amenities at the Eastlink Centre and Design Works Centre. The portal provides real-time updates, with a 20-minute accuracy window, to show whether amenities are available, partially available, or unavailable due to maintenance or other issues. The status is colour-coded: green for operational, yellow for partially operational, and red for unavailable.
